Akira vindt plaats in de fictieve stad Neo-Tokyo in het jaar 2019. 
Een nieuw type bom, wiens ontploffing de start was van Wereldoorlog III, 
verwoestte de stad Tokio in 1989. De hoofdrol van het verhaal is Tetsuo Shima.
